Scope and sponsorship
Most failed VE studies fail before they start. Preparation takes 2–4 weeks. It starts with a sponsor: someone senior enough to provide people and money, and to act on the decisions. You also need a written scope: which product, which starting cost, what target (usually 10–20% of the cost being studied) and what's definitely out of bounds. Without a scope, a study drifts. Without a sponsor, it produces slides and nothing else.
